利安達劉歐陽於2009年4月在香港成立，是由中國北京十大會計師事務所利安達會計師事務所與利安達香港會計師事務所有限公司受中國註冊會計師協會(CICPA）對市場需求的推動和內地會計師事務所「走出去」的鼓勵下而建立的聯營事務所。
利安達劉歐陽是利安達國際的創始成員兼第一家海外成員所。利安達國際目前是全球第25大獨立會計和諮詢事務所網絡以及會計師事務所論壇（Forum of Firms）的會員，是首家來自大中華地區獲此國際審計質量管理認證殊榮的會計網絡。
