利安达刘欧阳于2009年4月在香港成立，是由中国北京十大会计师事务所利安达会计师事务所与利安达香港会计师事务所有限公司受中国注册会计师协会(CICPA）对市场需求的推动和内地会计师事务所「走出去」的鼓励下而建立的联营事务所。
利安达刘欧阳是利安达国际的创始成员兼第一家海外成员所。利安达国际目前是全球第25大独立会计和咨询事务所网络以及会计师事务所论坛（Forum of Firms）的会员，是首家来自大中华地区获此国际审计质量管理认证殊荣的会计网络。
